New York Enforcement Teams Issuing $2,000 Fines to Visitors
The Governor of New York issued an Order of Summary Action notifying visitors to New York from 19 US states they 'must' provide their contact information upon arrival.
Furthermore, failure to comply with this contact-tracing Order could result in a non-disputable summons and fined up to $2,000.
And, the non-compliant traveler may be brought to a hearing and ordered to complete the mandatory 14-day quarantine.
Governor Andrew M. Cuomo’s travel enforcement operation launched on July 14, 2020, at airports across the state to help ensure travelers are following the state's revised quarantine restrictions and to help contain the rates of transmission of the SARS-CoV-2 virus in New York (NY) State.
“We’re serious about enforcing quarantine,” New York Governor Cuomo tweeted on July 13, 2020.
NY’s enforcement teams will be stationed at airports statewide to meet arriving aircraft at airport gates and greet disembarking passengers to request proof of completion of the State Department of Health traveler form, stated Cuomo.
In addition to the major airports, MacArthur, Westchester, Albany, Syracuse, Rochester, Buffalo, and Niagara Falls Airports will have enforcement teams on-site, based on the scheduled arrivals from impacted states.
Enforcement teams stationed at Port Authority airports, which may include New Jersey’s Newark Airport, will be comprised of peace officers from state agencies and supported by Port Authority police officers.
Additionally, travelers coming to New York from designated states through trains and cars must also fill out the NY DOH traveler form.
‘If you are a traveler and do not have a suitable dwelling for your 14-day quarantine period, you must find appropriate accommodations at your own cost,’ states this Order.
‘If you are a NY resident returning from travel and do not have appropriate accommodations for quarantine, please call your local health department, for assistance.’
Based upon Governor Cuomo’s Executive Order 205, issued June 25, 2020, the list of US states that meet the new criteria for required quarantine includes Alabama, Arkansas, Arizona, California, Delaware, Florida, Georgia, Iowa, Idaho, Kansas, Louisiana, Mississippi, North Carolina, Nevada, Oklahoma, South Carolina, Tennessee, Texas, and Utah.
Separately, NY’s Health Commission Howard A. Zucker, M.D., certified these actions in a Summary Order issued on July 13, 2020, which says ‘ give notice that all travelers subject to this instant Summary Order may request a hearing, to be held within fifteen (15) days, at an office of the New York State Department of Health to be determined or via videoconference, to present any proof that failure to complete such form does not constitute a danger to the health of the people of the State of New York.’
In conclusion, Governor Cuomo commented, "We are experiencing non-compliance with the order that can lead to outbreaks and threaten the tremendous progress we've already made.’
‘The State Department of Health is going to issue an emergency health order today mandating that out-of-state travelers complete the DOH traveler form before leaving the airport, and we are launching an enforcement operation at airports across the state to help ensure travelers coming into New York are following this order."
Contact Tracers work with people who have tested positive for COVID-19 to identify people they have had contact with and let them know they may have been exposed to the disease, says the state of NY, as of July 14, 2020.
New York State has partnered with Bloomberg Philanthropies, Johns Hopkins Bloomberg School of Public Health and Vital Strategies to create the NYS Contact Tracing Program.

People who have come in close contact with someone who is positive are asked to stay home and limit their contact with others.
‘Testing, medical and quarantine support for yourself and your loved ones will be arranged. We will not release your name to anyone.’
‘Your information is strictly confidential and will be treated as a private medical record,’ says NY’s DOH.
Moreover, Contact-Tracers will take legal action against non-compliant individuals.
Recently, officials in a New York county-issued subpoenas to 8 people who refused to comply with contact tracers after attending a party linked to a cluster of coronavirus cases, reported the Insider on July 2, 2020.
Additionally, fraud has become a substantive legal issue related to contact tracing programs.
In the USA, the Department of Justice, the Department of Health and Human Services, and the Federal Trade Commission partnered to alert the public of emerging threats to steal money and sensitive information through contact tracing scams.
Contact tracing scams often appear in the form of text messages or telephone calls seeking personal financial data not required for authentic contact tracing.
“As cities and states start to reopen for business and implement contact tracing measures in their reopening plans, the Department of Justice remains committed to punishing rogue actors who seek to steal money and sensitive information from citizens,” said Deputy Attorney General Jeffrey A. Rosen, on June 30, 2020.
